Community Mobilization and Social Empowerment
Objective 1: Health and Nutrition promotion, and increasing access to health and nutrition
services, especially in the underserved and hard-to-reach areas of the country.
▪ Through mobilizing and empowering communities to participate in health and nutrition
awareness campaigns, advocacy, and service delivery, especially for women, children, and
marginalized groups.
Objective 2: Improving people’s living conditions through providing employment
opportunities, vocational training, and investments.
▪ Through mobilizing and empowering communities to identify their needs, potentials,
and resources, and support them in developing income-generating activities, microenterprises, and cooperatives.
Objective 3: Improving sanitary conditions, canalization, and access to safe drinking water in
the country.
▪ Through mobilizing and empowering communities to improve their hygiene practices,
sanitation facilities, and water management systems, and collaborate with local
authorities and service providers to ensure quality and sustainability.
Community-Based Education and Development
Objective 4: Fighting against illiteracy and improving the quality and accessibility of
education services for children, teenagers, and adults throughout the country.
▪ Through providing community-based education programs that are relevant, inclusive,
and participatory, such as literacy classes, life skills training, early childhood
development, non-formal education, etc.
Objective 5: Improving shelter conditions in the country, especially for internally displaced
persons, returnees, and vulnerable local communities.
▪ Through providing community-based shelter solutions that are safe, dignified, and
culturally appropriate, such as temporary shelters, transitional shelters, permanent
housing, etc.
Objective 6: Provision of life-saving child protection services for vulnerable children
including Unaccompanied and Separated Children, Children survivors of violence, children
with disabilities, child workers, etc.
▪ Through providing community-based child protection services that are child-friendly,
holistic, and preventive, such as psychosocial support, family tracing and reunification,
alternative care arrangements, legal assistance, etc.
Humanitarian Assistance and Emergency Relief
Objective 7: Addressing the basic needs of people affected by natural disasters and
emergencies.
▪ Through providing humanitarian assistance and emergency relief that are timely,
effective, and coordinated, such as food security, health care, water sanitation and
hygiene (WASH), protection, etc.
Capacity Building and Professional Training Services
Objective 8: Improving people’s living conditions through providing employment
opportunities, vocational training, and investments.
▪ Through provision of capacity building and professional training services that are
demand-driven, practical, and market-oriented, such as skills development,
entrepreneurship education, financial literacy, etc.
Objective 9: Provision of life-saving child protection services for vulnerable children
including Unaccompanied and Separated Children, Children survivors of violence, children
with disabilities, child workers, etc.
▪ Through provision of capacity building and professional training services that are child centered, rights-based, and participatory, such as child protection case management, child safeguarding policies, child participation mechanisms, etc.
Environmental Protection and Conservation
Objective 10: Improving sanitary conditions, canalization, and access to safe drinking water
in the country.
▪ Through provision of environmental protection and conservation activities that are ecofriendly, resilient, and adaptive, such as waste management, climate change mitigation
and adaptation, natural resource management, etc.
